The Federal-Aid Highway Act of 1944 brought nearly forty thousand miles of highways to connect major cities nationwide. In Georgia, this included expansion of U.S. Highway 41 to four lanes, and E.R. Snell Contractor was subcontracted for the culverts. This expansion started as the third generation joined the business and allowed for continued growth. On June 30th, 1959, E.R. Snell Contractor was incorporated.

E.R. Snell, Sr. officially retired, and son Richard Snell became the second company president. ERS then expanded into the grading business with the acquisition of Stancil Brothers Grading Co. This acquisition grew grading to the largest producer of income for the company and elevated ERS within the industry from its role as subcontractor on most jobs to one of the largest prime contractors in Georgia.
